ITEM:

Discussion and possible action on any and all matters regarding required traffic control improvements as part of the Port of Entry Expansion Project.  (Manuel Hernandez, Assistant Director of Public Works) 

SUMMARY:

The Department of Public Works is seeking Mayor and Council approval to accept Construction Services from Westmoor Electric, Inc. for the required traffic control improvements as outlined in the Intergovernmental Agreement with the United States General Services Administration (GSA). Westmoor Electric, Inc. has been hired by DPE Construction Inc. as a subcontractor under Hensel Phelps. Hensel Phelps is the general contractor of the Port of Entry expansion project. Westmoor Electric Inc. has provided the City of San Luis with a proposal to complete the required traffic control improvements. Westmoor Electric Inc., is the only local contractor that performs traffic signal Installation. 

As part of the IGA, The City of San Luis is responsible for improvements on the north side of Urtuzuastegui Street, including demolition and replacement of curb, gutter, sidewalk, and ADA access ramps. The City is also responsible for some signalization upgrades.

Public Works is seeking Mayor and Council approval to accept Construction Services for this project in the amount of $68,964.00, to waive formal procurement procedures, and approve the budget transfer as presented in the fiscal impact statement. This purchase falls under the provisions of City Purchasing Code §3.05.020 Exclusive Services and is under the Arizona Revised Statute 34-201 Bidding Thresholds.
 

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO DIRECT STAFF TO CONTRACT CONSTRUCTION SERVICES FROM WESTMOOR ELECTRIC, INC. FOR $68,964.00, TO WAIVE FORMAL PROCUREMENT PROCEDURES, AND TO APPROVE THE BUDGET TRANSFER AS PRESENTED IN THE FISCAL IMPACT STATEMENT.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):

Council approved $359,000 for this project in the current fiscal year. However, up until recently—Public Works was informed that funding for the required improvements would not be needed until FY26. This month, we received a proposal from Westmoor Electric, Inc., a subcontractor on the expansion project.

Public Works is now requesting to transfer funds from Project 2025034 – Union Street and 4th Avenue Intersection and Traffic Signal Improvements (Account ID: 200-210-90010) to cover the cost of these improvements. Please note that it is likely these funds will not be expended, as the estimated delivery and completion of materials and services is expected after June 30, 2025.
