Discussion and possible action on any and all matters regarding the City of San Luis accepting the proposed change order No. 1 from Pacific Advanced Civil Engineering, Inc. (PACE) pertaining to the design of the West Wastewater Treatment Plant Expansion.  (Jorge Perez, Assistant Director of Public Works)

SUMMARY:

The City of San Luis contracted with Pacific Advanced Civil Engineering, Inc. (PACE) in June 2024 to perform the design and construction administration of the West Wastewater Treatment Plant Expansion. The design is moving along as per schedule and is currently at 90%, pending review by the City and the CMAR. Prior to the submittal of the 90% design, PACE and the City identified the need for a pumping station that would enable the facility to reuse the class A+ quality water that will be generated for the facility operations at the headworks and membrane cleaning processes. At the same time, the intent of the pump station will be to prepare the plant for future reuse outside its property to be able to serve other facilities for irrigation purposes, such as community parks and retention areas.

During the existing plant investigation and data collection, there was also noted the need to conduct a Power System Study. The study will allow us to determine the maximum short-circuit current at the service and motor control centers, which will be used to determine the equipment interrupting capacity of the main electrical gear. This study could potentially produce savings for the City in equipment costs during construction. This study will also include an Arc Flash Study, which is required by the National Electrical Code (NEC) and the National Fire Protection Association (NFPA). 

PACE has submitted a cost estimate proposal for completing the water reuse pump station design as well as conducting the power system study. Staff has analyzed the change order proposal in detail with PACE and is seeking council approval of PACE's change order No. 1 in the amount of $125,470.00.

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO APPROVE CHANGE ORDER NO. 1 FROM PACIFIC ADVANCE CIVIL ENGINEERING, INC. (PACE) IN THE AMOUNT OF $125,470.00 AS PRESENTED.
