ITEM:

Presentation, followed by discussion on any and all matters regarding regulations establishing recreational amenities requirements and standards for new residential development. (Jose A. Guzman, Director of Development Services)

SUMMARY:

The purpose of this item is to discuss regulations to establish requirements and minimum standards for recreational amenities in new residential subdivisions. The proposed regulations aim to support the City Council's direction to enhance quality of life, promote community well-being, and ensure that new developments contribute to accessible and functional open space for residents. 

Currently, the City of San Luis requires a percentage of land to be dedicated as open space, which may include retention areas. However, there are no specific provisions requiring the installation of recreational features such as playgrounds, ramadas, walking paths, or similar amenities. The proposed new regulations would establish clear standards and expectations for developers, enhancing consistency in development review and aligning with the community's growth and livability objectives. 

BACKGROUND:
In response to prior discussions during subdivision approvals, Council expressed a desire to see meaningful recreational amenities included in new residential developments. To support this effort, the City partnered with J2 Design, a landscape architecture and planning firm with extensive experience in designing parks across Arizona. Their objective was to develop a set of minimum amenity standards that reflect best practices across the state and align with San Luis’ goals for community livability, safety, and long-term maintenance.

This approach recognizes that open space should not only meet zoning requirements, but also provide recreational value to residents. The goal is to ensure a consistent level of quality while allowing flexibility in how that is achieved. These guidelines are intended to support long-term community benefit, promote equity in neighborhood amenities, and ensure spaces are built to standards that the City can maintain effectively over time.

The approach strikes a balance between upfront investment and long-term value, ensuring that new park spaces contribute to a strong sense of place and meet resident expectations without being overbuilt or underutilized.

J2’s proposal is intended to be “middle of the road,” neither excessive nor minimal. The draft amenity menu is based on what is commonly seen in similarly sized parks throughout the state. 

NEXT STEP:
Staff is seeking Council input and direction on the proposed approach before drafting the formal language. Upon Council consensus, staff will prepare the amendment and initiate the public hearing process through the Planning and Zoning Commission.  

RECOMMENDATION / SUGGESTED MOTION:

This item is for discussion only. No formal action is requested at this time. Staff recommends that Council provide feedback and direction to proceed with drafting the proposed language.
