Discussion and possible action on any and all matters regarding the approval of the Arizona Public Service (APS) Company completing electrical distribution and streetlight work in support of the County 22nd Street and Sidewinder Road traffic signal and streetlight project. (Manuel Hernandez, Assistant Director of Public Works)

SUMMARY:

Description
Public Works is seeking Mayor and Council approval to authorize Arizona Public Service (APS) to complete electrical distribution and street light work in support of the County 22nd Street and Sidewinder Road Traffic Signal and street light project. The scope includes constructing overhead and underground facilities, installing three new street lights on Co. 22nd, and providing service to the new traffic signal meter cabinet. APS has provided a project-specific cost estimate of $80,911.87, which represents the total City obligation for this work.

Budget Transfer Details:
Public Works was recently informed that the Los Alamos Curve Realignment Project #2025027 (10th Avenue & Los Alamos HSIP) is being removed from the FY 2026–2030 YMPO Transportation Improvement Program until ADOT defers it to FY 2027 or later. Consequently, the $79,230 currently allocated as the City’s grant match will not be needed this year. Public Works is requesting that these funds be transferred to the County 22nd Street and Sidewinder Project.

Request
Public Works is seeking Mayor and Council approval to proceed with the project in the amount of $80,911.87, waive formal procurement procedures, and authorize a budget transfer as outlined in the fiscal impact statement of this agenda item. This purchase qualifies under City Code §3.05.020 – Exclusive Services, as APS is the sole source provider.

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO APPROVE PAYMENT TO APS FOR THE CO 22ND AND SIDEWINDER PROJECT IN THE AMOUNT OF $80,911.87, WAIVE FORMAL PURCHASING PROCEDURES, AND APPROVE A BUDGET TRANSFER AS PRESENTED IN THE FINANCIAL IMPACT STATEMENT.

Budget Transfer Details:Public Works was recently informed that the Los Alamos Curve Realignment Project #2025027 (10th Avenue & Los Alamos HSIP) is being removed from the FY 2026–2030 YMPO Transportation Improvement Program until ADOT defers it to FY 2027 or later. Consequently, the $79,230 currently allocated as the City’s grant match in the FY 2025 budget will not be needed this year. Public Works is requesting that these funds be transferred to the County 22nd Street and Sidewinder Project. The difference of $1,681.87 (APS applicant charge estimate) will be acquired from the Highway Users Fund.
