Discussion and possible action on all matters related to the purchase of fire protection gear for fire department personnel. (Angel Ramirez, Fire Chief)

SUMMARY:

The City of San Luis Fire Department respectfully requests your consideration and support for the purchase of a second set of fire protection gear for each of our fire department personnel. This investment is not a luxury; it's a critical step in ensuring the health, safety, and operational readiness of our firefighters.

1. Health and Safety of Firefighters
After each fire response, gear becomes contaminated with hazardous substances, including carcinogens, chemicals, and biological agents. Studies have shown that prolonged exposure to these contaminants significantly increases the risk of cancer and other serious health conditions in firefighters. A second set of gear allows personnel to properly clean and decontaminate their primary set while remaining ready to respond to emergencies.

2. Operational Readiness
Fire emergencies are unpredictable. If gear is wet, damaged, or undergoing decontamination, a firefighter may be sidelined for hours without a backup. A second set ensures that our crew can always remain fully staffed and operational, even after back-to-back calls.

3. Compliance with Best Practices
National Fire Protection Association (NFPA) standards and firefighter safety organizations strongly recommend having at least two sets of gear for each firefighter. Departments across the country are adopting this standard as the best practice to enhance safety and extend the lifespan of their equipment.

4. Long-Term Cost Savings
Having two sets of gear reduces the wear and tear on each set, extending their useful life and reducing the frequency of full replacements. This can lead to significant cost savings over time.

Our firefighters put their lives on the line to protect our community. It is our duty to provide them with the necessary resources to perform their job safely and effectively. I urge the council to consider this investment not just as an equipment purchase, but as a vital commitment to the health, safety, and future of our fire personnel.

SLFD considers The Swift Group, LLC., to be a “sole source provider" as they are an authorized distributor of Innotex and can meet our immediate needs, and as allowed under the city procurement code 3.05.020 (exclusive services).

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO APPROVE THE PURCHASE OF A SECOND SET OF FIRE PROTECTION GEAR FOR EACH FIREFIGHTER IN AN AMOUNT NOT TO EXCEED $232,000.00 AS PRESENTED.
