Public hearing followed by discussion and possible action on any and all matters regarding Resolution No. 2382. A Resolution of the Mayor and City Council of the City of San Luis, increasing business license fees and adopting new business license types.  (Edgar Esparza, Billing & Collections Manager)

SUMMARY:

Our current business license fees were adopted back in April 2005 and have not been updated since then. In addition to our current fee schedule, the city is currently offering building and fire inspections at no charge. There is no current standard schedule for increasing business license fees, but most municipalities review their business license fees approximately every five years.

For the City Council to consider the updated fees and new business license types, a notice of intent to increase business license fees and the supporting report must first be posted and published in a newspaper. The notice informs the public that a hearing will be held on November 12, 2025, at 6:00 p.m. in the Council Chambers. If passed by the City Council on November 12, 2025, the new fee schedule would take effect on December 12, 2025 (30 days after approval). The schedule of the proposed increases, new fees, and new business license types will be available on file with the City Clerk and on the City's website at least 60 days before the hearing (November 12, 2025). The Notice was posted on September 13, 2025. The notice complies with notice procedures required by Arizona Revised Statutes § 9-499.15.

The fee update is necessary to ensure that the fees collected are fair, reasonable, and in line with the costs associated with processing and approving a business license application. Additionally, the proposed fee schedule includes a new business license type that will address the Cottage Food Program licenses. 

Because this is a fee increase, there is a legal notice and public hearing requirement. Staff have complied with the notice of this public hearing.

The attached Resolution adopts the attached business license fee schedule.
