ITEM:

Presentation followed by discussion on any and all matters regarding updates to the City of San Luis Final Draft Subdivision Regulations as per House Bill 2447 requirements.

SUMMARY:

The Planning and Zoning Division of the Development Services Department has been working on updating the current City of San Luis Subdivision Regulations. Our Subdivision Regulations were adopted back in May 2002, and are based on the 1992 Yuma County Subdivision Regulations.

This new draft addresses the changes required as per House Bill 2447, which becomes effective from and after December 31, 2025. This amendment the Arizona Revised Statues requires local government by ordinance to authorize administrative personnel to review and approve site plans, development plans, land divisions, lot line adjustments, lot ties, preliminary plats, final plats and plat amendments without a public hearing. These requirements aim to streamline the subdivision process, reduce delays, and support timely housing and development projects.

This item will be presented to the City Council on the December 17, 2025 Special Meeting for adoption.
