ITEM:

Discussion and possible action on any and all matters regarding Order No. 2026-06.  An Order of the Mayor and City Council of the City of San Luis, Arizona approving the Cesar Chavez Boulevard Water and Sewer Service Connection Master Plan.  (Tomas Sanchez, City Engineer)
 

SUMMARY:

The Cesar Chavez Boulevard Roadway Improvements Project is currently under construction between Escondido Drive and Avenue E. Upon completion, the roadway segment between Escondido Drive and 10th Avenue will consist of four travel lanes (two lanes in each direction), bicycle lanes, turn lanes, landscaped medians, curb, gutter, sidewalk, and related roadway improvements.
One of the City's primary concerns is the future development of the vacant parcels located along the Cesar Chavez Boulevard corridor. Without proper planning, future utility connections could require excavation and removal of roadway infrastructure improvements.

To address this concern, the City of San Luis contracted James Davey and Associates, Inc. to prepare the Cesar Chavez Boulevard Water and Sewer Improvement Plans. These utility improvements were constructed in 2025 in advance of the roadway widening project. The purpose of the utility improvements was to rehabilitate aging sewer infrastructure, including deep sewer mains and manholes, install new water mains, and mainly to provide future water and sewer service connections to currently undeveloped parcels along the corridor between Escondido Drive and 10th Avenue.

The improvements were designed in anticipation of future development and increased urban density within the corridor. A total of 16 water service connections and 17 sewer service connections of various sizes were installed to serve the undeveloped properties.

Based on the approved design plans and record drawings, a Cesar Chavez Boulevard Water and Sewer Service Connection Master Plan has been prepared (Exhibit "A"). The Master Plan identifies the designated water and sewer service connections for each undeveloped parcel along the corridor, which consists primarily of State of Arizona Land and several privately owned properties. The intent of the Master Plan is to ensure that future development connects to the designated utility services without the need to cut into or disturb the Cesar Chavez Boulevard roadway improvements.

The proposed Cesar Chavez Boulevard Water and Sewer Service Connection Master Plan promotes orderly development, protects the City's investment in public infrastructure, and supports the long-term growth objectives identified in the San Luis 2040 General Plan.

Staff recommends that the Mayor and City Council approve and adopt Order No. 2026-06, which approves the Cesar Chavez Boulevard Corridor Water and Sewer Service Connection Master Plan.

RECOMMENDATION / SUGGESTED MOTION:

I MOVE TO APPROVED ORDER NO. 2026-06 APPROVING THE CESAR CHAVEZ BOULEVARD WATER AND SEWER SERVICE MASTER PLAN.
