Discussion and possible action on any and all matters regarding Ordinance No. 481. An Ordinance of the Mayor and City Council of the City of San Luis, Arizona, repealing San Luis City Code Section 5.15.070, and amending Sections 5.15.010, 5.15.020, 5.15.030, and 5.15.990 to remove references to taxi stands and taxi waiting stands; repealing conflicting revisions and providing for severability. SUMMARY:
As GSA/CBP port-of-entry construction continues, the public right-of-way portions of Urtuzuastegui Street, which were previously used as a temporary taxi stand and waiting area, are no longer suitable for that purpose. The city has met with various taxi companies, which have proposed new locations for a taxi stand and waiting areas. However, the proposed locations pose traffic hazards as they limit the appropriate flow of traffic and encroach on the use of the public right of way.
It is the city’s posture that taxi companies must work with other businesses to find a new location for a taxi stand and waiting areas, with less impact on the right-of-way.
As a result, staff is seeking the repeal of San Luis City Code Section 5.15.070 and the amendment of Sections 5.15.010, 5.15.020, 5.15.030, and 5.15.990 to remove taxi stands from the city code. Overall, this decision will alleviate traffic hazards in the downtown area. It will place the burden on taxi companies to work with private property owners to conduct their business by establishing taxi stands and waiting areas outside the public right-of-way.
