Discussion and possible action on any and all matters regarding the City of San Luis Merrill Avenue Improvements — County 22nd Street to Los Oros Street Phase 2 (CDBG #108-26) project. (Tomas Sanchez, City Engineer)
SUMMARY:
The Arizona Department of Housing (ADOH) awarded the City of San Luis a Community Development Block Grant (CDBG-RA) in the amount of $464,289.00 from its regional account for the Merrill Avenue Improvements Phase 2 project. The proposed work is located within the City of San Luis, Arizona.
The project consists of, but is not limited to, the installation of approximately 382 linear feet of 12-inch diameter storm drain and manholes, sanitary sewer manhole repairs, and approximately 7,913 square yards of pavement replacement along Merrill Avenue between County 22nd Street and Nancy Street. The roadway improvements include a 48-foot-wide section with one center turn lane, one 12-foot travel lane in each direction, and a 6-foot bike lane, as well as replacement of concrete curb and gutter, sidewalk, and cross gutter. The project also includes adjusting existing water valves and sewer manholes with new frames and covers to finished grade, along with other incidental work as specified in the Contract Documents and Project Plans.
The City received three construction bids from Gutierrez Canales Engineering, P.C., DPE Construction, Inc., and Accurate Excavation of Arizona, LLC for the proposed project. Gutierrez Canales Engineering, P.C. was selected competitively by sealed bids and was deemed the lowest bidder to be qualified and capable of performing the contract. The Economic Development Department, with assistance from the Engineering Department, is seeking Mayor and Council approval to award and execute a construction contract with Gutierrez Canales Engineering, P.C. for the Merrill Avenue Improvements – County 22nd Street to Los Oros Street Phase 2 (CDBG Contract No. 108-26) in the amount of $898,656.99. This purchase falls under the bidding provisions of our City of San Luis Procurement Code 3.05.010(D), 3.05.030, 3.05.040, and 3.05.050.

RECOMMENDATION / SUGGESTED MOTION:

For Fiscal Year 2026, the Economic Development Department was approved funding for the Merrill Avenue Improvements—County 22nd Street to Los Oros Street Phase 2 (CIP) account 255-210-90015.219 in the amount of $1,121,710.00. The Merrill Avenue Improvements was contemplated by staff when requesting the continued budget for FY 2026.
