Discussion and possible action on any and all matters regarding Ordinance No. 485.  An Ordinance of the Mayor and City Council of the City of San Luis, Arizona, amending San Luis City Code, Chapter 15.10 Building Regulations to adopt the 2024 International Building Code, 2024 International Residential Code, 2018 International Mechanical Code, 2018 International Plumbing Code, 2024 International Property Maintenance Code, 2020 National Electrical Code, 2018 International Fuel Gas Code and the City of San Luis amendments to each of said Codes; Renumbering Section 15.10.110 "Construction Debris" to 15.10.120; Renumbering Section 15.10.120 "Adminsitrative Authority to 15.10.130; Renumbering Section 15.10.130 "Additional Regulations" to 15.10.140; Renumbering Section 15.10.140 "Conflict" to 15.10.150; providing for a September 14, 2026 effective date; repealing any conflicting provisions; and providing for severability.  (Joaquin Campa, Building Official)

Building codes are an important part of protecting public health, safety, and welfare.  They provide minimum standards for construction, occupancy, property maintenance, electrical work, plumbing, mechanical systems, and related building activities.

This proposed Ordinance will amend Chapter 15.10 of the San Luis City Code to adopt updated construction and property maintenance codes, along with the City of San Luis local amendments to each code.

The proposed Ordinance adopts the following codes:

• 2024 International Building Code
• 2024 International Residential Code
• 2018 International Mechanical Code
• 2018 International Plumbing Code
• 2024 International Property Maintenance Code
• 2020 National Electrical Code
• 2018 International Fuel Gas Code

The adoption of these codes will help ensure that the city’s building regulations remain current and consistent with accepted construction, safety, and property maintenance standards.  The updates also help keep the city generally aligned with neighboring jurisdictions, which assists contractors, design professionals, and staff when working on projects within the region.

The International Fuel Gas Code was not previously adopted by the city and will be newly adopted as part of this ordinance.  The remaining codes are being updated or carried forward as appropriate, with local amendments included to address city-specific needs and procedures.  The ordinance provides that September 14, 2026, will be the effective date, giving builders and developers time to adjust.
