Discussion and possible action on any and all matters regarding the Fiscal Year 2026-2027 for the 4FrontED annual contribution. (Jenny Torres, City Manager)
SUMMARY:
IGA Organizational Structure: 4FrontED was created through an Intergovernmental Agreement (“IGA”) that includes Yuma County and the municipalities within it. The Board consists of the mayors of each municipality in the county and a county supervisor. The staff is each community’s economic development staff or designee. 4FrontED hires an Executive Director. The City of Yuma is the Fiscal Agent. The IGA was set to expire on February 13, 2024, but it was automatically renewed when the participating entities elected not to give thirty (30) days’ notice.
Service: 4FrontED provides a binational program focused on education, economic development, infrastructure, and tourism in the U.S.-Mexico Border region, collaborating with California, Baja California Norte, Sonora, and Arizona to mutually uplift the region's economy.
Amount: 4FrontED Requested a contribution of $17,722.35 for FY 2026-2027 per $0.45 per capita for San Luis.

This annual contribution was not included in the preliminary budget of FY 2026- 2027. A contribution would need to be allocated in the Council's contractual services for the FY 2026-2027.
