Discussion and possible action on any and all matters regarding authorization to purchase two (2) fully marked and equipped new 2026 Ford Explorers and (2) fully marked and equipped new 2026 Chevrolet Silverados using Arizona Department of Public Safety Local Border Support Grant budgeted funds. SUMMARY:
Purchase of Ford Vehicles
The City of San Luis Police Department is seeking approval for the purchase of two (2) new 2026 Ford Explorers. The new vehicles will be assigned to the San Luis Police Department Patrol Division. The funds for the purchase of these vehicles were approved as Fiscal Year 2026-2027 Capital Projects Grant Funds. The vehicles will be purchased from Peoria Ford, which holds the Arizona state contract #CTR059322 and has provided a bid of $100,193.70, including tax, for the vehicles.
Purchase of Chevrolet Vehicles
The City of San Luis Police Department is seeking approval for the purchase of two (2) new 2026 Chevrolet Silverado 1500 trucks. The new vehicles will be assigned to the San Luis Police Department Patrol Division, K9 Unit. The funds for the purchase of these vehicles were approved as Fiscal Year 2026-2027 Capital Projects Grant Funds. The vehicles will be purchased from Chapman Chevrolet, who has provided a bid of $112,669.90, including tax, for the vehicles. Two additional quotes were obtained: Midway Chevrolet for $117,306.58, and Earnhardt Chevrolet for $122,492.54.
Purchase of Equipment to up-fit Vehicles
The Explorers and Silverados will be fully equipped and marked by Waltz Outfitting using City of Chandler contract #PD5-055-4859, which provides a cost reduction from the state dealership contract. The quotes provided to fully equip the new vehicles will total $178,790.00.
Total Purchase
The total purchase amount for all the vehicles and the equipment will be $391,653.60.
San Luis City Code-Purchasing
The equipping and marking of the vehicle comes under the San Luis City Code-Purchasing, Section 3.05.090 Cooperative Purchasing, since it is using the City of Chandler contract #PD5-055-4859 for the equipping of the vehicles and Arizona State Contract #CTR059322 for the purchase of the vehicle.

RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO APPROVE THE PURCHASE OF TWO (2) NEW 2026 FORD EXPLORERS, AND TWO (2) NEW CHEVROLET SILVERADOS TO APPROVE THE MARKING AND EQUIPPING OF THE VEHICLES FOR A TOTAL AMOUNT NOT TO EXCEED $393,000.00.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):
The total amount to purchase the new vehicles will be $391,653.60 Fiscal Year 2026-2027. The budgeted amount was included within the grant amount of $511,383.80 but will be short by $24,228.80 for this line item.
