Discussion and possible action on any and all matters regarding the engagement of engineering services with Core Engineering Group, PLLC, for the design of the Water & Sewer mains on US95. (Armando Esparza, Director of Economic Development and Tomas Sanchez, City Engineer)
SUMMARY:
The Economic Development and Engineering Departments are seeking City Council approval to accept a Professional Services Proposal from Core Engineering Group, PLLC, for the design of water and sewer infrastructure along U.S. Highway 95 from County 22nd Street to County 20½ Street.
This design is the next step of the city's federally funded Water and Sewer Infrastructure Expansion Project, which received a $1,277,920.00 investment from the U.S. Department of Commerce, Economic Development Administration (EDA) through the Public Works and Economic Development Program. The total project budget is $1,733,400.00, including a required local matching contribution.
The proposed scope of work includes the design of approximately 1.5 miles of water main, water and sewer main crossings beneath U.S. Highway 95, and a new lift station located at the northeast corner of the Piana Non-Woven property, consistent with the recommendations identified in the Highway 95 Water and Sewer Preliminary Report for the City of San Luis.
Completion of the engineering design will position the city to proceed with construction of the utility improvements, which will increase infrastructure capacity for existing industries while opening additional industrial land for future manufacturing, warehousing, logistics, and other employment-generating uses. The design is scheduled for completion by December 31, 2026.

RECOMMENDATION / SUGGESTED MOTION:
I MOVE TO APPROVE AND ACCEPT PROFESSIONAL SERVICES PROPOSAL FROM CORE ENGINEERING GROUP, PLLC FOR THE DESIGN OF WATER AND SEWER MAINS ALONG US95 FROM COUNTY 22ND STREET TO COUNTY 20½ STREET, IN AN AMOUNT NOT TO EXCEED $93,558.00.

FISCAL IMPACT STATEMENT (IF THIS IS A BUDGET TRANSFER, YOU MUST ATTACH THE BUDGET ADJUSTMENT FORM):
Approval of this item authorizes an expenditure of $93,558.00 from GL Account No. 300-302-90015, Project 2025007 (EDA Grant – USHWY 95 Water & Sewer Line Expansion, FY2026 Carryover). The project has an approved budget of $1,733,400.00, consisting of $1,277,920.00 in EDA grant funding and a required city matching contribution of $455,480.00. The proposed expenditure is within the currently approved project budget and does not require additional appropriations. Any future project costs exceeding the federal grant award will be the responsibility of the City and will be budgeted through the normal budget process, if necessary, in a future fiscal year.
