Discussion and possible action on any and all matters regarding continuing temporary staffing services through HireQuest Inc. (Maria Barajas, Human Resources Manager)
SUMMARY:
The City of San Luis has collaborated with HireQuest Inc. since August 11, 2022, to provide temporary staffing support to various city departments while the city addresses vacancies through its regular recruitment and onboarding processes. Since then, HireQuest has continued to provide valuable staffing services that have helped maintain continuity of operations during periods of transition. Their support has been critical in addressing workforce shortages, meeting departmental staffing needs, and supporting special projects, including the Public Works Annual Cleaning Campaign.
During FY 2025–2026, the Public Works Department spent approximately $76,000 on temporary staffing services. Based on prior-year expenditures and current projections, it is anticipated that expenditures for these services may exceed the applicable procurement threshold during the current fiscal year. A new agreement has been prepared, at the City Attorney’s recommendation, to ensure all necessary provisions are accurate and fully addressed.
Therefore, staff is requesting City Council’s approval to continue utilizing HireQuest Inc. for temporary staffing services and to waive the procurement requirements outlined in City Code Section 3.05.010(F), based on the operational need and justification described above. Continued access to these services will help the City address staffing shortages, maintain continuity of essential services, and meet departmental operational needs while regular recruitment efforts are underway.

I MOVE TO APPROVE THE USE OF HIREQUEST TEMPORARY SERVICES AND WAIVE THE FORMAL PROCUREMENT PROCEDURES AS ALLOWED UNDER CITY CODE § 3.05.010(F) FOR THE REASONS PRESENTED.

The budget is allocated throughout various departments in GL 80000-Contractual Services, and in other instances, there is budget capacity for temporary labor due to organizational vacancies. Approval of the agreement is subject to budget availability on a case-by-case basis.
