ITEM:

Discussion and possible action on any and all matters regarding the position of the Chief of Police Craig Higgins including modifying his employment agreements to extend the time to complete Arizona Peace Officer Standards and Training certification to May 31, 2017.  (Tadeo De La Hoya, City Manager and Craig Higgins, Chief of Police)

SUMMARY:

On February 10, 2016 City Council approved the employment agreement appointing Craig Higgins as Chief of Police.  The agreement allowed one year to complete Arizona Peace Officer Standards and Training (Az P.O.S.T.) certification.  At the time of City Council's action, it was anticipated that the Az P.O.S.T. Board would allow credit for training that Chief Higgins has already completed through Federal law enforcement programs.  When there was a change of personnel at the Az P.O.S.T. Board, those credits were rejected.  In order to continuously serve the City of San Luis and in consultation with management, Chief Higgins opted to take the Az P.O.S.T. training through the Academy locally at Arizona Western College (AWC).  Another option was to attend the Academy in Lake Havasu for 37 straight days, but in the best interests of the City, the Chief did not want to leave the City without a Chief of Police for such a long time.  The AWC program takes longer because it is conducted 3 days per week.  The program ends May 17, 2017.  Therefore, it is requested that the time for completion of Az P.O.S.T. be extended to May 31, 2017.
