ITEM:
Discussion and possible action on any and all matters regarding Resolution No. 1177. A resolution of the Mayor and City Council of the City of San Luis, Arizona authorizing a temporary reduction in certain fees under Resolution No. 770 Parks and Recreation fee schedule. (CONTINUED ITEM FROM REGULAR CITY COUNCIL MEETING HELD MARCH 8, 2017) (Lizandro Galaviz, Parks and Recreation Director)
SUMMARY:
The sports leagues are in need of some temporary financial relief in order to adjust to the full implementation of the fee schedule in Resolution No. 770 to continue their activities in the City of San Luis playing field facilities. Staff is recommending that the fees for lining the fields and for lighting may be reduced up to a maximum of 50% at the discretion of the City Manager in consultation with the Parks and Recreation Director. Since the fee schedule has not been updated since 2007, this reduction would mean subsidy to leagues. So, staff is also recommending that the reduction be only for San Luis residents and only for non-profit groups. The proposed resolution has requirements for those seeking a fee reduction to provide addresses of the participants in the league so that residency can be shown and financial records to show non-profit status.

A reduction in Parks and Recreation Fees will reduce the amount of revenue for Parks activities. It is unknown how many leagues will apply for and be eligible for the reduction in fees. So, a specific dollar amount of reduction cannot be calculated at this time.
