Title:

Adopt Resolution #19-085 Authorizing Submission of the City's 2040 Comprehensive Plan to the Metropolitan Council

Purpose/Background:

**Revised draft document added on 7/19/19

The purpose of this case is for the City Council to consider the City's proposed 2040 Comprehensive Plan following the required six (6) month adjacent and affected jurisdiction review period. The next steps in the Comprehensive Plan update process is to submit the plan to the Metropolitan Council for their official review. Following Metropolitan Council review and approval the plan would then be brought before the City Council for formal adoption.

The City Council may table this case to the next meeting if additional information and updates are required. Additionally, there will be other points to be able to update the draft. This is not final approval. This step simply sends to the Metropolitan Council for official review. It is anticipated that additional amendments will be required based on that review.

Notification:

A Notice of Public Hearing was published in the Anoka County Union Herald and the public hearing was held at the April 4, 2019 Planning Commission meeting. This was actually the second Public Hearing on the case. This project represents 3 years of extensive public engagement and public notice.

Observations/Alternatives:

Staff submitted the draft 2040 Comprehensive Plan for review by adjacent and affected jurisdictions as required by State Statute. Following that review timeline Staff has reviewed the comprehensive plan and provided updates to that plan based on requirements of the Metropolitan Council. Staff is now prepared to officially submit for review the City's 2040 Comprehensive Plan to the Metropolitan Council. Staff at the Metropolitan Council will first review the Comprehensive Plan for completeness and if deemed complete will then move forward in its official review. Once deemed complete and ready for consideration, Staff at the Metropolitan Council would bring the plan forward to the full body of the Metropolitan Council for approval.  Once approved by the Metropolitan Council the 2040 Comprehensive Plan would come back to the City for its official adoption.

Alternatives:

Alternative 1: Adopt Resolution #19-085 authorizing staff to submit the City's 2040 Comprehensive Plan update to the Metropolitan Council.  Staff supports this alternative.

Alternative 2: Adopt Resolution #19-085 authorizing staff to submit the City's 2040 Comprehensive Plan with amendments as stated by the City Council. The City Council should indicate specific items or areas of the plan they would like to see revised if Alternative 2 is preferred.  Staff does not object to Alternative 2.

Funding Source:

Staff is updating the Comprehensive Plan as part of their normal duties with some assistance from Consultants WSB and Bolton & Menk. The City received a grant from the Metropolitan Council to assist in the cost associated with updating the comprehensive plan.

Recommendation:

Staff recommends adoption of Resolution #19-085 authorizing submission of the City's 2040 Comprehensive Plan to the Metropolitan Council.  The Planning Commission unanimously recommended that the City Council adopt Resolution #19-085.

Action:

Motion to adopt Resolution #19-085 authorizing Staff to submit the City's 2040 Comprehensive Plan to the Metropolitan Council.
