Title:
Adopt Resolution #19-216 Accepting Metropolitan Council Tax Base Revitalization Account (TBRA) Brownfield Cleanup Grant, Approving Grant Agreements, and Authorize Request for Anoka County Housing and Redevelopment Authority (ACHRA) Funds
Purpose/Background:
The purpose of this case is to accept a brownfield/contaminated soils cleanup grant from the Metropolitan Council and approve the necessary grant agreements as well as authorizing Staff to submit a request for Anoka County Housing and Redevelopment Authority (ACHRA) funds to complete the local match.
The Metropolitan Council recently awarded to the City approximately $900,000 to assist with necessary cleanup of a previous unpermitted construction landfill at 6080 Highway 10 NW. The cleanup project will be undertaken by the Developer of River Walk Village and reimbursed as grant eligible activities are completed. There is currently approximately $80,000 of the estimated cleanup costs that would need to be made up through a local match.

Observations/Alternatives:
Alternatives
Alternative 1 - Accept the grant and fund the full local contribution ($80,000) through the Anoka County HRA Account.
Alternative 2 - Accept the grant and request that the Developer split the local contribution 50/50 ($40,000) or some other cost-share model.
Alternative 3 - Accept the grant and request that the Developer cover the remaining local contribution ($80,000).
Alternative #4 - Do not accept the grant.

Funding Source:
This case is being handled as part of normal Staff duties. Accepting the grant would cover a majority of the necessary cleanup costs, totaling over $900,000.
Recommendation:
Staff recommends that the City Council accept the grant and finds any of the local match cost-share models listed above acceptable.
Action:
Motion to adopt Resolution #19-216 accepting the cleanup grant, approving the Grant Agreement, and authorizing the request for Anoka County HRA Funds in an amount not to exceed $________.
