Title:

Consider Options for Temporarily Filling a Building Maintenance Staffing Shortage

Purpose/Background:

The purpose of this discussion is to update the City Council regarding an upcoming gap in staffing coverage within the Building Maintenance Division.    

One of the City's part-time maintenance workers will be out on a leave of absence that is estimated to be up to 12 weeks. Staffing in this area is already quite lean and the timing of the leave falls within a busy time of year with snow removal duties and the upcoming Ward 3 election, in addition to the normal workload.   

Staff is seeking direction from the City Council regarding what option to take in order to complete the Department's work.  Staff will provide additional detail regarding alternative options when this case is discussed with the City Council; however, Staff's top recommended option is to begin a external recruitment for a 25 hour per week temporary employee.   Staff recommends an hourly rate of $15 with an approximate effective date of October 30th, 2019 through the employees return to work.   

Alternatively, the City Council could consider contracting for these services. However, contracted services generally carry a higher per-hour rate and provides staff with less influence over the selection process.
