Title:
Purpose/Background:
The purpose of this case is to provide the City Council with an update on the update to the City's 2040 Comprehensive Plan. City Staff submitted the draft 2040 Comprehensive Plan to the Metropolitan Council for their review. The Metropolitan Council has issued a comment letter to the City dated September 26, 2019 outlining a variety of comments for the various plan chapters. Some comments included required revisions as well as advisory comments.
Observations/Alternatives:
Staff has included the original case from June 11th that includes a complete summary of background and history related to the City's 2040 Comprehensive Plan update for reference. Staff has updated the Comprehensive Plan in a "track changes" format for ease of reference in what has been revised since it was last reviewed by the City Council.
Alternatives:
Alternative 1: Direct staff to submit the updated 2040 Comprehensive Plan as presented. Staff has updated the plan based on comments provided by the Metropolitan Council as is required. Staff supports this alternative.
Alternative 2: Direct staff to include additional comments for specific revisions as provided by the City Council and then submit the updated 2040 Comprehensive Plan to the Metropolitan Council following. Staff supports this alternative.
Alternative 3: Do not direct staff to submit the updated 2040 Comprehensive Plan to the Metropolitan Council. The Comprehensive Plan update is a requirement of the City and as such Staff does not support this alternative.

Funding Source:
Staff is completing the 2040 Comprehensive Plan as part of their general duties as well as through consultant assistance. The City received a grant from the Metropolitan Council to help fund the cost of the 2040 Comprehensive Plan.
Recommendation:
Staff recommends that the City Council direct Staff to submit the updated 2040 Comprehensive Plan to the Metropolitan Council for their review.
Action:
Motion to adopt Resolution authorizing Staff to submit the updated 2040 Comprehensive Plan to the Metropolitan Council.
