Title:

Receive Update on Highway 10/169 Planning Efforts (Ramsey Gateway)

Purpose/Background:

The purpose of this case is consider further analysis of two refinements to the planned Sunfish Lake Boulevard Interchange on the south side of Highway 10/169.

As the City Council is aware, the City has approved a planning-level layout for future Highway 10/169 improvements at and associated with planned interchanges at Sunfish Lake Boulevard and Ramsey Boulevard. These are planning-level layouts that will naturally evolve as more detailed design evolves. Evaluating these refinements of the same approach will not slow current efforts in funding advocacy.

Observations/Alternatives:

This case is being primarily driven by Connections Church that is considering a Purchase Agreement on the parcel on the south side of Highway 10/169 just west of Comfort Suites Hotel. This site is impacted by the entrance/exit ramp associated with the Highway 10/169 Interchange. Current drawings show a right-in/right-out access in the middle of this vacant parcel. Based on discussions with Connections Church and the current Property Owners, two alternatives are offered to the City Council to evaluate further.
  1. Shift Right-In/Right-Out tight to East Property Line (least impactful)
  2. Tight Diamond on South Side of Highway 10/169 (more traditional, higher cost)
Staff has worked closely with Anoka County Staff on this analysis. Before diving further into these details, Staff desires to check in with the City Council first.

Funding Source:

This case is being handled as part of normal Staff duties.

Recommendation:

Staff recommends authorization to explore two additional refinements to the Sunfish Lake Boulevard Interchange Layout.

Action:

Motion to authorize Staff to explore two additional refinements to the Sunfish Lake Boulevard Interchange Layout.
