Adopt Resolution #20-047 to Hire a Temporary Permit Technician

The purpose of this case is to seek authorization to hire a temporary Permit Technician to fill in while there is a staffing shortage in Community Development’s Building Division. A staff member within the Community Development will be taking FMLA Leave. Staff support is critical in order to process applications withing the department.

Staff discussed this situation with the City Council at the January 28, 2020, City Council meeting.  It was the Council’s direction to Staff to commence hiring discussions and negotiate terms with the City's former Permit Technician to serve as a Temporary Permit Technician.   Staff contacted Ms. Katy Hauan and Ms. Hauan is willing to assist the City during the staffing shortage.  This option is beneficial to the City because the Permit Technician position requires certain technical knowledge which Ms. Hauan possess and she continues to be fully certified and familiar with the City’s processes.  This option is also the best option for optimal customer service to our residents.  

The funding required for this action is included in the 2020 budget; revenue to run the Building Department operations is collected through building permit fees. 

To adopt resolution #20-047 hiring Ms. Katy Hauan as a Temporary Permit Technician, effective on or near March 30, 2020 through approximately June 30, 2020, at $29.32 per hour, which is Step 6 of the 2020 Permit Technician wage scale.
