Adopt Resolution #20-045 Denying a Massage Establishment and Massage Therapy License

Jinxia Wang has made application to establish a new Therapeutic Massage business at 14037 St. Francis Blvd NW.  The proposed business would be known as 'Helen Massage'.  Ms. Wang was not involved in operations at the previous massage businesses located at the same address.

After completion of the required Background Check, Chief Katers recommends denial of the licenses for Therapeutic Massage Establishment for 'Helen Massage' to be located at 14037 St. Francis Blvd NW.  Chief Katers also recommends denial of the license for Massage Therapist for the Applicant, Jinxia Wang.

The basis for the denial recommendation is:
•    Education requirements of city ordinance are not satisfied as school listed by applicant is neither accredited nor licensed for massage therapy instruction.
•    Applicant has a 2015 violation in Baltimore County for performing massage without a license.
•    False or misleading information provided in the application
