Title:
Adopt Resolution #20-046 to Hire a Planning Technician in Community Development
Purpose/Background:
The purpose of this case is to authorize hiring a Planning Technician in the Community Development Department.
Background: As a result of multiple budget discussions and feedback from staff, the City Council included funds in the 2020 budget for additional staffing in Community Development as a result of a phased retirement of existing Staff. The primary objective of this new position is the administration and enforcement of certain regulations relating to zoning issues; processing sign permit applications and enforcement of sign regulations; processing applications for condition use permits, interim use permits, variances, easement vacations and administrative subdivisions; responding to general zoning and land use inquiries; and performing other tasks as assigned by the Senior Planner.
Following the application period, staff conducted 11 first interviews and five second interviews. The interview panel included senior staff in both Community Development and Administrative Services.
Based on a written practical exam and other qualifications, Mr. Brian McCann was selected as the top candidate. Staff advanced him to the back grounding process which included the following pre-employment checks: professional reference check, employment verification, driving record check and a drug screen. Mr. Brian McCann has successfully passed the City’s back grounding process.

Funding Source:
The funding for this position has been accounted for within the 2020 budget.
Recommendation:
Staff recommends hiring Mr. Brian McCann as a Planning Technician, effective on or near March 25, 2020 at $28.49 per hour, which is Step 1 of the 2020 Planning Technician wage scale.
Action:
Motion to adopt resolution #20-046 to do the following:
Hire Mr. Brian McCann as a Planning Technician, effective on or near March 25, 2020 at $28.49 per hour, which is Step 1 of the 2020 Planning Technician wage scale with a credit of five vacation days.
