Title:

Consider Proposal from Landowner for the Conveyance of Land for the Trott Brook Greenway and Trail.

Background:

As Council is aware, for almost two decades the city as been acquiring park land for the future Trott Brook Trail, some which is in place and in use; (such as portions to the north of North Fork and the Brookfield subdivisions).  In fact, approximately half of the land from St. Francis Boulevard, west to Ramsey's border with Elk River is in place.

Attached is an exhibit that shows the larger looped system of trails around the city and certain park connections - with the Trott Brook Greenway to the north, along the brook itself.



Observations:

While it is anticipated that the city will continue to add to the Trott Brook Greenway with grants and through the subdivision process - the purpose of this Topic Report is to react to a proposal from a landowner to convey land for the trail and greenway via a somewhat different mechanism.

As this landowner has requested the city respond to the proposal, portions of this work session Topic Report may be closed to the public.  Staff will provide additional detail at the meeting, at which time Council may authorize staff to negotiate an agreement for the receipt of the parcel along the brook.

This topic Report does not authorize any disbursement of monies.

Council Action:

Consensus to reject the landowners terms to convey land to the city; OR authorize staff to explore the acquisition of the tract and to bring back for Council consideration, means and methods for adding the land to the Trott Brook Greenway.
