Title
Adopt Resolution #20-053 to Hire Temporary Non Benefit Eligible AFSCME Public Works Maintenance Workers
Purpose/Background:
The purpose of this case is to request authorization to hire three temporary non benefit eligible AFSCME Public Works Maintenance Workers to work up to seven months.
Annually, per the AFSCME union contract, the City may hire temporary non benefit eligible employees to work up to seven months. The minimum requirements for these positions are greater than entry level temporary seasonal employees. The Parks and Streets worker position requires a commercial driver’s license and the Utilities worker requires advance training.
The process to fill these positions includes an open competitive recruitment, interviews, background checks, pre-employment testing, City Council approval to hire and on-boarding.
Per the AFSCME labor agreement, employees working for up to 7 months will earn 80% of the step one Public Works Maintenance Worker wage. Note, without contract language, employing longer term temporary employees (employees working greater than 67 or 100 days would violate Minnesota Statute 179A.03, subdivision 14 section 6.

Funding Source:
The funding required to fill these positions is included within the approved 2020 budget.
Recommendation:
To hire Katelynn Moser to work in the Parks Division at $18.43 per hour, effective on or near April 1, 2020, to hire Hunter Peterson to work in the Streets Division at $18.43 per hour, effective on or near April 1, 2020, and to hire Tom Marks to work in the Utilities Division at $18.43 per hour, effective on or near April 6, 2020.
Action:
Motion to adopt resolution #20-053 to hire the following employees on or near the dates listed below:
1) Katelynn Moser to work in the Parks Division at $18.43 per hour, effective on or near April 1, 2020,
2) Hunter Peterson to work in the Streets Division at $18.43 per hour, effective on or near April 1, 2020, and
3) Tom Marks to work in the Utilities Division at $18.43 per hour, effective on or near April 6, 2020.
