Title:
Receive Update on Proposed Site Plan for RGH Ramsey/Rob Hardy/Sunwood Retail
Purpose/Background:
The purpose of this case is to update the Planning Commission on an Economic Development Project that the City has been working on with Rob Hardy (the "Applicant") since 2019. Specifically, Staff is simply communicating the current concept plan that is included with a request to extend the Purchase Agreement. The City has seen great value in looping in the Planning Commission on Purchase Agreements for City Owned Land in case there are any red flags that can be caught before the City enters into a Real Estate Agreement.
The Planning Commission previously approved a Conditional Use Permit (CUP) for an oversized sign for these three (3) properties (the "Subject Properties) on the corner of Sunwood Drive and Armstrong Blvd. The Applicant has been working with City Staff to layout the Subject Properties and has sketched out the attached layout for informal review. The site will require a formal Site Plan application if it moves forward, which will be routed through the Planning Commission.

Summary and Zoning
The Subject Properties are located on the southeast corner of Sunwood Dr NW and Armstrong Blvd. They are the entrance to the COR downtown area and are guided for commercial/retail. The Applicant has proposed three buildings on these lots that would meet the intent of the COR district. The site plan appears to generally meet the requirements of the COR design standards.
Proposed Uses
The proposal includes a convenience type use with fuel on the northern parcel, a traditional retail store on the southwestern parcel, and a drive-through quasi-retail space on the southeast parcel. While no formal action is required at this time, the Planning Commission may want to consider:
Consent Agenda
This case is meant as an update only and is on the consent agenda as there is no formal application at this time. The consent agenda is meant as a tool for the Planning Commission to receive information or pass resolutions that do not require discussion at the meeting. Any Commissioner can request that an item be pulled from the consent agenda before the agenda is finalized for the evening.
