Provide City Council Recommendation to Relocate Sand Stockpiled on COR Infiltration Basin Site
Purpose/Background:
Purpose:
The purpose of this case is to provide a City Council recommendation to relocate approximately 8,000 cubic yards of sand stockpiled on The COR Infiltration Basin site, which was generated during construction of the basin.
Background:
During construction of The COR Infiltration Basin Improvements, an excess of approximately 8,000 cubic yards of sand was generated. This sand was stockpiled on the north side of the pond, where it still sits today. Plans to relocate this stockpile have previously been discussed with the Public Works Committee, at which time the consensus of the Committee was to relocate this stockpile as soon as practical.
This sand was originally intended to be used as fill for the Municipal Plaza Park site in the northwest quadrant of the intersection of Center Street and Sunwood Drive. However, this site is used for the Happy Days festival and based on the time of year it was decided this material should be stockpiled and not placed on the Municipal Plaza Park site last summer to ensure the turf could withstand the foot and vehicle traffic associated with Happy Days.
Relocating the sand to the Municipal Plaza Park site will require all topsoil to be stripped from the park site and stockpiled next to it, after which the sand stockpile can be loaded into trucks, hauled to the park site, then leveled and compacted in one-foot lifts. The topsoil stockpile must then be spread across the park site, seeded, and mulched. Finally, the area where the sand stockpile was moved from will need to be leveled, seeded and mulched.
Staff requested a quote from Northern Lines, the Contractor that constructed the COR Infiltration Basin Improvements, to relocate the stockpile to the Municipal Plaza Park but they are not interested in completing this work. Staff then requested quotes from three grading contractors to complete this work. The lowest quote received was about $60,000.

However, relocating the sand to the park site will allow the park to be developed, while avoiding the need to haul in more fill material to The COR. It is currently estimated that The COR will require over 300,000 cubic yards of clean fill to fully develop.
The property west of the south end of the Municipal Plaza Park site is owned by the City and will require a significant amount of fill to develop. From time to time Staff is asked if the City would like some free clean fill from other projects occurring around the City to save the developer and/or their contractor from having to haul the material significant distances to dispose of it, thereby saving them money. Staff had hoped more clean fill would be available this spring to allow both the park site and abutting City-owned site to be filled at the same time, but that has not happened to date.
Alternatives:
Alternative #1: Motion to recommend City Council approval to solicit quotes to relocate the sand stockpile from the COR Infiltration Basin site to Municipal Plaza Park.
Alternative #2: Motion of other.

Funding Source:
The estimated cost to relocate the sand stockpile from the COR Infiltration Basin site to Municipal Plaza Park is $60,000. This work was originally proposed to be completed as part of the COR Infiltration Basin Improvements project, which is being funded from Stormwater Funds. However, now that the work must be completed outside of that contract Staff proposes to pay for all work required to load and haul the sand to the park site, and to establish new turf on the current stockpile site, using Stormwater Funds. Staff then proposes to use Park Dedication funds to pay for all work on the Municipal Plaza Park site including stripping, stockpiling and spreading topsoil, leveling and compacting the sand, and establishing turf.
Recommendation:
Staff recommends the Committee recommend City Council approval to solicit quotes to relocate the sand stockpile from the COR Infiltration Basin site to Municipal Plaza Park.
Action:
