Provide City Council Recommendation to Reallocate Excess 2020 Crackseal Improvement Funds
Purpose/Background:
Purpose:
The purpose of this case is to provide a City Council recommendation to reallocate excess 2020 Crack Sealing Improvement funds.
Background:
On May 26, 2020, the City Council awarded a contract for construction for the 2020 Crack Sealing Improvements to Allied Blacktop Company in the amount of $99,134.42.
As was stated in the May 26th Council case, Staff anticipated bid prices for the 2020 crack seal improvements would be similar to 2019 crack seal bid prices. Also, in an attempt to ensure the entire allocation of $150,000 could be spent if bids came in lower than estimated, excess street segments were added to the project with the thought being that some could be omitted if needed. However, bids came in much lower than the 2019 crack seal bid prices so after adding 14-percent for indirect costs the anticipated project costs based on the low bid will be $113,013.24. If final project quantities are equal or similar to plan quantities, approximately $37,000 will remain unspent.
As was also stated in the May 26th Council case, Staff planned to discuss optional uses for unspent funds with the Public Works Committee in June. Options included allocating the unspent funds through the 2021 budget process, working with the awarded contractor to increase the scope of the 2020 Crack Sealing Improvements project, bidding a second 2020 crack seal project, or allocating the funds to additional pavement patching. These options, and others, can be discussed in detail, and the Committee will be asked to provide a recommendation to the City Council.
