Title:
Review Final Citizen Survey Questionnaire
Purpose/Background:
The purpose of this case is to consider the final questions to be included on the 2020 Citizen Survey. The City has the option to include about five questions custom to Ramsey. Attached is a list of custom questions from the 2018 survey and notations about proposed modifications. These questions may be modified or replaced with other question that might be of interest to the City council.
The vendor has stated that many of their clients are choosing to include custom questions related to COVID-19 recovery efforts on this year’s survey. There are a bank of pre-vetted questions on this topic that I’ve attached in case any of these are of interest. The questions around business impacts may be of particular interest. Additional questions are not included in the current pricing, but may replace custom questions from previous years.
The current schedule for the survey, if approved this evening, will have the data collection starting in November and finishing in December. A draft of survey results would be available the end of January. Authorization to enter into this contract is included on tonight's consent agenda. Note, the current proposal includes a number of new feature compared to previous year that allow for online participation in the survey as well as ongoing questions that can be asked of residents throughout the year.

Subscription $8,300/year
Recommended Add-Ons - These reflect a similar scope of work to past survey years
• Hybrid mailing approach: Multi-contact mailed invitations to 2,700 households (1,200 receive paper surveys with postage paid return envelopes, 1,500 receive postcard invitations to complete the survey online) $4,200/year
• Half-page of custom questions: $1,600/year
• Custom benchmark comparisons: $1,120 per group/year
