Title:
Review Revised Sketch Plan for Hunt Addition, Case of Platinum Land (Project 20-105)
Purpose/Background:
The purpose of this case is to review a revised sketch plan from Platinum Land, LLC (the "Applicant") who is now working with a ne engineering/surveying firm, Landform, on the sketch plan for the Hunt Property. The Subject Property is an approximately 35 acre piece of land west of Nowthen Boulevard, north of 173rd Avenue, and south of 175th Avenue. The Planning Commission has seen two separate sketch plans for this site. Based off the changes since the previous proposal, City Code requires that it comes back to Planning Commission for Sketch Plan review. The major changes since the previous proposal are layout changes, including including the neighboring property on the southeastern corner of the site that was not previously included in the proposal.
Notification:
No notification is required for sketch plan, but the City sent notification of the meeting to Property Owners within 350 feet of the Subject Property, as reflected in the Anoka County Property Records.
Observations/Alternatives:
Summary
The proposed sketch plan shows 79 lots on the 35 acre piece of land. The proposed density is approximately 2.2 units per acre, which falls within the allowed density per City Zoning and the City's approved 2040 Comprehensive Plan. The proposed sketch plan does not require any variances, changes to City Code, or amendments to the Comprehensive Plan. The proposal does require a few unique items, which are noted below in the Next Steps section.
Conformity with City Code
The proposed sketch plan does appear to generally meet the requirements of City Code. There are a few minor changes that will be required, as is typical with any sketch plan or subdivision application - including a couple slightly undersized lots, the need for ponding onsite, an approved wetland delineation, and ensuring there is adequate space for building pads on each lot. Staff comments are attached.
Next Steps
The next step in this project would be development of a preliminary plat. The major items included with this submittal include:
Staff would like to note that per the City's Charter, the City cannot force homes to connect to City utilities, but understands the concerns from residents when utilities are put in the road in front of their homes. If any residents have questions about this, they are welcome to reach out to the Planning Department.

The Applicant is responsible for all costs associated with review of project.
Recommendation:
No formal motion is required. Staff recommends providing high level feedback and directing the Applicant to move forward with Preliminary Plat development.
Action:
Motion to direct the Applicant to move forward with developing a Preliminary Plat, taking into account all staff comments.
