Title:
PUBLIC HEARING: Introduce Ordinance #21-09 Amending City Code Section 26-852 Entitled Massage Therapist License
Purpose/Background:
The purpose of this case is to consider Ordinance #21-09 to revise City Code, Section 26-852 Therapeutic Massage Therapist license to:
- Authorize designated City Officials (other than the City Clerk) to accept and process applications
- Require a minimum amount of training
- Require that Therapists operate out of a licensed therapeutic massage establishment in Ramsey
- Require that Applicant provide insurance coverage within the City of Ramsey, Anoka County, Minnesota.
Many of these standards are already required in our Application Process. However, it was discovered that these standards do not currently exist in City Code itself and must be updated in order to continue to require these requirements. The Massage License is a collaborative process between Community Development and Police Department. Staff has prepared the proposed Ordinance #21-09 Amending City Code Section 26-852 Entitled Massage Therapist License for review.
Notification:
The Public Hearing notice for Ordinance #21-09 was published on February 12, 2021. The Public Hearing will occur on February 23, 2021 at the regularly scheduled City Council Meeting.
Observations/Alternatives:
Upon review of area communities massage licensing requirements and discussion with City Staff and Ramsey PD, a proposed Ordinance has been drafted. Underlined text indicates proposed changes to City Code Section 26-852:

(b) Each application for a massage therapist license must be made to the city clerk, or designated City Official on such forms as the clerk, or designated City Official may make available.
(c)(4) A certified copy of therapeutic massage training from a U.S. accredited school indicating applicant has completed a minimum of 500 hours.
(i.) Applicant must be affiliated with, employed by, or owns a therapeutic massage establishment licensed by the City, or is exempt from such requirement.
(j) Applicant has current insurance coverage of $1,000,000.00 for professional liability in the practice of massage.
Alternatives:
(c)(4) A certified copy of therapeutic massage training from a U.S. accredited school indicating applicant has completed a minimum of 500 hours.
(i.) Applicant must be affiliated with, employed by, or owns a therapeutic massage establishment licensed by the City, or is exempt from such requirement.
