PUBLIC HEARING: Consider Resolution #21-054 Approving an Interim Use Permit for an Accessory Structure for the Church of St. Katharine Drexel
Purpose/Background:
The request comes from Chairperson Randy Bauer of the Ramsey Planning Commission, who is also a representative of the Church of St. Katharine Drexel. He is requesting approval of an Interim Use Permit for a 30' x 40' storage building on the property located west of Central Park, north of 161st Ave NW, and east of Variolite St, PID: 16-32-25-24-0002 (the "Subject Property").
Notification:
The City attempted to notify Property Owners, as reflected in the Anoka County Property Records, within 350 feet of the Subject Property of the request.
Observations/Alternatives:
Summary
The Church of St. Katharine Drexel (the "Church"), and representative, Randy Bauer (the "Applicant") have applied to the City for an Interim Use Permit for an accessory structure on the property. A site plan was submitted by the Applicant, and they are seeking a recommendation to approve the temporary use of the structure until a permanent space is constructed. The Applicant has noted they would like to utilize the building for at least two (2) years. The Applicant is raising funds for a permanent space, but require additional time until they are able to construct the permanent space.
Site Information
The Subject Property is approximately 33.18 acres, and zoned R-1 Residential District (MUSA). The proposed location of the structure is near the center of the parcel, outlined on the attached site plan. There are large layers of vegetative screening to the west and south of the proposed structure, reducing vision from 161st Ave and Variolite St.
A Variance was approved in 2008 to platting requirements for a metes and bounds subdivision of the property, and a Conditional Use Permit was approved in 2015 to exceed allowed size of signage on the property.

Recommendation:
