Title:
Adopt Resolution #21-075 Approving Plans and Specifications and Authorizing Advertisements for Bids for 2021 MSA Pavement Overlay Improvements, Improvement Project #21-05.
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #21-075 Approving Plans and Specifications and Authorizing Advertisements for Bids for 2021 MSA Pavement Overlay Improvements, Improvement Project #21-05.
Background:
Overlaying the Municipal State Aid (MSA) streets identified within the 2021 – 2030 Capital Improvement Program for 2021 will allow the City to maintain these streets in the most cost-effective manner throughout the serviceable life of the streets.
The MSA street segments proposed to receive bituminous pavement overlay improvements in 2021 are:
A street segment summary is attached. The proposed project is 0.72 miles in total length.
On January 12, 2021 the Ramsey City Council adopted resolution #21-012, ordering Staff to prepare plans and specifications for improvement project #21-05, 2021 MSA Pavement Overlay Improvements. Staff has prepared plans and specifications in-house, as part of their normal duties.
Final plans are not attached to this case to prevent potential bidders from downloading plans attached to the case to prepare and submit their bids, rather than purchasing the plans through QuestCDN, the electronic bidding software used by the City of Ramsey. This ensures that all bidders are bidding off the same set of plans, and that all bidders are notified of any plan revisions (addenda) issued during the bidding process. Attached is the title sheet from the plans showing the scope of the improvements, as well as a plan sheet showing the typical sections, which includes information on the proposed pavement section. Plans are available upon request from the City Engineer.
Staff proposes to open bids for this project on April 19, 2021, and to present the bid results to the City Council on April 27, 2021 for award of a construction contract to the lowest responsible bidder.
The proposed improvements are designated as City Improvement Project #21-05, 2021 MSA Pavement Overlay Improvements.

Notification:
If Council approves plans and specifications and authorizes advertising for bids, bids will be advertised on Friday, March 26, and again on Friday, April 2, both in the City’s official newspaper, the Anoka Union Herald, and in Finance & Commerce.

Funding Source:
Funding for this improvement is proposed to come from the MSA Fund, and Stormwater Utility Fund.
Staff estimates project costs based on the final plans and anticipated 2021 construction costs to be $295,000, which includes 14-percent indirect costs for administrative engineering, finance, and legal costs. Below is a breakout of estimated street and storm sewer project costs.

Recommendation:
