Adopt Resolution #21-085 Approving Plans and Specifications and Authorizing Advertisement for Bids for Tiger Street Reconstruction, Improvement Project #21-02

Purpose/Background:

Purpose:
The purpose of this case is to adopt Resolution #21-085 Approving Plans and Specifications and Authorizing Advertisement for Bids for Tiger Street Reconstruction, Improvement Project #21-02.
 
Background:
City Improvement Project 21-02 proposes to reconstruct Tiger Street between Armstrong Boulevard and 173rd Avenue. This street segment was constructed in 1991, measures approximately 2,200 linear feet (0.43 miles) in length, is generally 24-feet wide, is a rural section with drainage ditches, and received a 2020 Pavement and Surface Evaluation Rating (PASER) of 2 meaning the street segment is in need of a full reconstruction. See attached street segment summary for more information.
 
On December 8, 2020, the Ramsey City Council approved the 2021 – 2030 Capital Improvement Program, which identified Tiger Street for reconstruction in 2021. On November 10, 2020, the Ramsey City Council authorized Staff to execute proposals from Bolton & Menk, Inc. for the required topographic survey, and from Chosen Valley Testing (CVT) for required geotechnical work. The geotechnical report generally found clean sand below the existing bituminous and gravel pavement section, however 3 of the 10 borings found ½ foot or less of possible buried topsoil below the pavement materials. These topsoil materials are recommended to be removed prior to placement of new aggregate base and bituminous pavement.
 
In 2017, Tiger Street was included in the Ground Penetrating Radar (GPR) Pavement Evaluation performed by Braun Intertec. This GPR data provides bituminous and aggregate base thickness information at one-foot increments along the entire street segment. On average, 2.5 inches of bituminous pavement and 3.3 inches of aggregate base exist along this street.
 
Nine (9) properties have direct access to Tiger Street. Traffic counts taken by Staff in the fall of 2020 found average daily traffic (ADT) volumes of 573 ADT north of Armstrong Boulevard, and 399 ADT south of 173rd Avenue.
 
Tiger Street is not currently included in the City's Municipal State Aid Street (MSAS) system, which is composed of up to twenty-percent of City streets meeting certain criteria per the Minnesota Department of Transportation (MnDOT) Office of State Aid. In summary, a City street segment is eligible to be added to the MSAS system if it is functionally classified as a collector or arterial street, and it it directly connects to other county/municipal state aid highways/streets on both ends. Tiger Street currently functions as a collector street and connects to Armstrong Boulevard / County State Aid Highway (CSAH) 83 on the south end, and 173rd Avenue on the north end, which is included in the City's MSAS system. Staff believes this segment of Tiger Street is a better candidate for the City's MSAS system than some other existing MSAS segments, and will propose to add this segment of Tiger Street to the MSAS system as part of the overall MSAS system revisions that Staff is currently evaluating in response to development pattern changes, MnDOT State Aid rule revisions, and pending Highway 10 frontage road improvements, which have occurred since the City's MSAS system was last officially revised in 2012. In order to allow this segment of Tiger Street to be added to the MSAS system in the future it must be reconstructed with a 10-ton pavement design strength meeting MnDOT State Aid design standards. To achieve a 10-ton pavement design strength, the total pavement section depth, which includes the bituminous pavement and underlying aggregate base, must be increased from the City's standard 5-ton pavement design of 7.5-inches (3.5-inches bituminous pavement plus 4-inches aggregate base) to 10-inches (4-inches bituminous pavement plus 6-inches aggregate base). However, since buried topsoil must be removed from under the existing pavement section in various areas, some project costs for strengthening the pavement will be reduced due to removing the need to import fill material to backfill voids when the buried topsoil is removed. Staff estimates the overall project cost required to increase the pavement from a 5-ton design to a 10-ton design will be $42,000. Staff anticipates requesting approvals from the Public Works Committee and the City Council in April or May to revise the City's current MSAS system, and will explain in detail how the City receives funding due to its MSAS system.   
 
Municipal utilities do not exist in the project area and are not proposed to be extended to the project area or constructed as part of this project.

Stormwater runoff is directed into drainage ditches along both sides of Tiger Street. Runoff in the ditches is then conveyed through culverts under private driveways and intersecting streets before being discharged into low-lying areas generally north of Armstrong Boulevard. There are no known issues with stormwater management in the project area and no improvements to existing drainage ditches are proposed with this project.
 
On January 12, 2021 the Ramsey City Council adopted resolution #21-009, ordering Staff to prepare plans and specifications for improvement project #21-02, Tiger Street Reconstruction. Staff prepared plans and specifications in-house as part of their normal duties.
 
Final plans are not attached to this case to prevent potential bidders from downloading plans attached to the case to prepare and submit their bids, rather than purchasing the plans through QuestCDN, the electronic bidding software used by the City of Ramsey. This ensures all bidders are bidding off the same set of plans, and all bidders are notified of any plan revisions (addenda) issued during the bidding process. Attached is the title sheet showing the scope of the improvements, as well as a plan sheet showing the typical sections, which includes information on the proposed pavement section. Final plans are available upon request from the City Engineer.
 
Staff proposes to open bids on May 12, 2021, and to present the bid results to City Council on May 25, 2021 for award of a construction contract to the lowest responsible bidder.
 
Letters were mailed to property owners on January 15, 2021, notifying them of the proposed reconstruction of Tiger Street. Only one response has been received to date, which inquired if traffic speed reduction improvements will be incorporated into the project, and confirming the scope of the project will not include curb and gutter or off-street pedestrian facilities. Staff informed the resident that in 2013 the Public Works Committee reviewed a 3-way stop request at Tiger Street and 171st Avenue, and that a speed study was performed finding an average speed of 29.4 mph, which is below the 30 mph statutory speed limit. Staff proposes to place the speed trailer on Tiger Street in the spring ahead of construction, and again in the fall after construction, to confirm traffic speeds pre and post-construction.
 
The proposed improvements are designated as City Improvement Project #21-02, Tiger Street Reconstruction. 

Notification:

If Council approves plans and specifications and authorizes advertising for bids, bids will be advertised on Friday April 16, and again on Friday April 23, both in the City’s official newspaper, the Anoka Union Herald, and in Finance & Commerce.

Observations/Alternatives:

Funding Source:

Funding for this improvement is proposed to come from the Pavement Management Fund. There are no stormwater improvements proposed with the project.
 
Below are estimated project costs based on the final plans and anticipated 2021 construction costs, which includes 23-percent indirect costs for administrative engineering, finance, and legal costs.
  • Estimated Construction Costs = $302,770.50
  • Indirect Costs = $69,637.22
  • Total Estimated Project Costs = $372,407.72

Recommendation:

Staff recommends adopting Resolution #21-085 approving plans and specifications and authorizing advertisements for bids for Tiger Street Reconstruction, Improvement Project #21-02.
