Consider Recommending City Council Ordering of Plans and Specifications for Improvement Project #21-10, Fire Station No.1 Parking Lot Improvements

Purpose/Background:

Purpose:
The purpose of this case is to consider recommending City Council ordering plans and specifications for Improvement Project #21-10, Fire Station No. 1 Parking Lot Improvements.
 
Background:
Existing Parking Lot:
The existing parking lot was built in 2001, now 20 years old, with a mix of concrete curb and gutter and areas with no curb. No storm sewer inlets exist in the concrete curb and gutter, storm water flows to low points with curb cut openings. Drainage issues are apparent near the northern entrance to the site off of Armstrong Boulevard. Staff estimates approximately 10 percent of the pavement will require full-depth removal and replacement, due to poor condition beyond a mill and overlay fix. Four pavement cores were taken in various areas of the parking lot, 3 found a thickness of 2.25”, 1 found a thickness of 2.75” of existing bituminous pavement.
 
Proposed Improvements:
Staff is proposing to mill 1.0” and overlay 1.5” of new bituminous pavement. The pavement near the northern entrance from Armstrong Boulevard back approximately 70 feet will be removed, and rebuilt to allow for proper drainage to the existing swale along Armstrong Boulevard. Four pedestrian ramp improvements will be required where the existing bituminous trail crosses the entrances, this is required anytime a mill and overlay improvement touches a pedestrian facility. Spot curb and gutter replacements and spot bituminous patching are also proposed. After paving, the parking lot is proposed to be marked to match the existing pavement marking layout. A preliminary site plan is attached to this case.
 
Utility Connections:
The fire station is currently served by an on-site well and septic field, which connect to the western side of the building. The 2021 – 2030 Capital Improvement Program list extending sanitary sewer, water, and adding a sprinkler system to fire station #1 in 2023. Water and sewer are both stubbed to the site, located in the green space south of the parking lot. Staff does not recommend extending services with this project due to the necessary length and location of the services. A more efficient connection would potentially come from the west side of the site, with future development. The throw away cost resulting from the mill and overlay of the parking lot where the future connection to the building would be made, are estimated to be $2,700. Staff feels this cost is justified considering waiting an additional 2 years to mill and overlay the entire parking lot could potentially lead to more costly bituminous patching costs as the pavement continues to deteriorate. Staff estimates up to 10 minutes.will be needed to present this case and respond to questions.

Observations/Alternatives:

Alternative #1 – Motion recommending City Council ordering of plans and specifications for Improvement Project #21-10, Fire Station No.1 Parking Lot Improvements.
 
Alternative #2 – Motion of other.

Funding Source:

Estimated project costs for the proposed Fire Station No. 1 parking lot improvements total $92,000. This includes 14% indirect costs for administrative, engineering, legal and financing.
 
This project is proposed to be funded using the Facility Fund.

Recommendation:

Staff recommends Alternative #1.

Action:

Motion recommending City Council ordering of plans and specifications for Improvement Project #21-10, Fire Station No.1 Parking Lot Improvements.
