PUBLIC HEARING:  Adopt Ordinance #21-24 Adopting the 2022 Schedule of Rates, Fees and Charges

The city annually adopts a schedule of rates, fees and charges which outlines the fees that the city charges for such items as building construction, business licenses, utility rates and planning and zoning.  

A listing of the schedule of rates, fees and charges is attached.  Changes are noted on the far right column of the schedule.  The majority of the changes from 2021 to 2022 are reflected in the Building Construction section of the schedule and the utility section related to water and sewer rates as reflected in the City's 2017 Comprehensive Sewer and Water Studies.  A comparison of the rates that the city bills (City bills for utility billing quarterly)  for water, sewer and storm drainage is attached to show that out of 27 cities compared, Ramsey ranks 7th lowest for water rates, 5th lowest for sewer rates and 10th lowest for storm drainage.

The 2022 proposed changes were presented and reviewed at the October 26, 2021 City Council worksession and 
this Ordinance was introduced by the City Council at their regular meeting of November 9, 2021.

The Public Hearing notice was published in the Anoka Union on November 12, 2021.

1.  Accept the 2022 Fee Schedule as proposed.

2.  Hold all rates constant with 2021 rates.

3.  Recommend changes that arise from input at public hearing.

Staff recommends Option #1 and to adopt Ordinance #21-24 - 2022 Schedule of Rates, Fees & Charges.

Motion to waive the City Charter requirement that the Ordinance be read aloud and adopt Ordinance #21-24 adopting the 2022 Schedule of Rates, Fees and Charges.
