Title
Authorization to Reclassify the Senior Planner
Purpose/Background:
The purpose of this case is for the City Council to authorize reclassifying the current Senior Planner to Planning Manager.
As background, Ms. Chloe McGuire Brigl, is currently titled Senior Planner. When compared to similar roles, it is uncommon for a Senior Planner position to be supervising this many staff (four employees) and activities such as daily planning including permits, zoning administration, code enforcement, Planning Commission and zoning code updates; project management including development review, the 60-day rule, and land use applications; long range planning including comprehensive planning.
The structure within the Community Development Department includes three divisions: 1) Economic Development, led by the Economic Development Manager, 2) Building, led by the Building Official, and Planning, led by (currently) the Senior Planner. In this context, Ms.McGuire Brigl's role is better suited for the title of Planning Manager.
This reclassification was included as part of the budgeting discussions and are accounted for in the 2022 budget. Reclassifications are processed in order to accurately classify and compensate employees for changes that have occurred over time in their role and are expected to continue. They reinforce the City’s desire to maintain a strong and effective organization and to retain high performing employees.
The Senior Planner position does not require back-filling.

Funding Source:
The 2022 funding required for this action has been accounted for in the 2022 budget at $5,653.00.
Recommendation:
Staff recommends reclassifying the Senior Planner to Planning Manager.
Action:
Motion to Approve reclassifying the Senior Planner, contingent upon approval of the 2022 general fund budget including this action, to be effective as of January 1, 2022, as follows:
1) Reclassify the current Senior Planner, Ms. Chloe McGuire Brigl, to Planning Manager, at $48.92 per hour which is step 5 of the 2022 Planning Manager wage scale.
