Title
Adopt Resolution #22-021 Accepting Bids and Awarding Contract for Improvement Project #21-10, Fire Station No.1 Parking Lot Improvements
Purpose/Background:
Purpose:
The purpose of this case is to adopt Resolution #22-021 Accepting Bids and Awarding Contract for Improvement Project #21-10, Fire Station No.1 Parking Lot Improvements.
Background:
City Improvement Project 21-10 proposes to make improvements to the parking lot at Ramsey Fire Station No.1, located at 15050 Armstrong Boulevard.
The existing parking lot was built in 2001. Drainage issues are apparent near the northern entrance off of Armstrong Boulevard. Four (4) pavement cores were taken in various areas of the parking lot. Three (3) measured a thickness of 2.25”, while one (1) measured a thickness of 2.75” for the existing bituminous pavement.
Staff is proposing to mill 1.0” of existing pavement off the surface of the parking lot and overlay 1.5” of new bituminous pavement. The pavement and concrete curb and gutter, near the northern entrance to Armstrong Boulevard, back approximately 100 lineal feet, will be removed and rebuilt to allow for proper drainage to the existing swale along Armstrong Boulevard. Additional spot concrete curb and gutter and bituminous patching is proposed due to poor conditions. Pedestrian ramp improvements are required where the existing bituminous trail crosses the entrances. After paving, the parking lot is proposed to be marked to generally match the existing pavement marking layout, with the addition of another handicap stall to meet current Minnesota Accessibility Code.
On July 27, 2021 the Ramsey City Council adopted resolution #21-195, ordering Staff to prepare plans and specifications for improvement project #21-10, Fire Station No.1 Parking Lot Improvements. Staff prepared plans and specifications in-house as part of their normal duties.
On December 14, 2021 the Ramsey City Council adopted resolution #21-344, approving plans and specifications and authorizing advertisements for bids for Fire Station No.1 Parking Lot Improvements, Improvement Project #21-10. Staff publicly opened bids on January 18, 2022 for the mentioned improvements.
The proposed improvements are designated as City Improvement Project #21-10, Fire Station No.1 Parking Lot Improvements.

Notification:
Advertisements were published in the Anoka Union Herald and in Finance & Commerce on December 17 and December 24, 2021. Bids were also advertised on-line on Quest CDN.
Observations/Alternatives:
Motion to adopt Resolution #22-021 accepting bids and awarding contract for Improvement Project #21-10, Fire Station No.1 Parking Lot Improvements, to North Valley, Inc. for the bid in the amount of $104,935.73.
Funding Source:
On January 18, 2022 a total of eleven (11) bids were received, opened, and tabulated, and the following bids were found to comply with the advertisement for bids.
The bid of North Valley, Inc. of Nowthen, Minnesota, in the amount of $104,935.73 for the total bid for construction of said improvements in accordance with the approved plans and specifications and advertisement for bids, is the lowest responsible bidder. Adding indirect costs in the amount of 14-percent brings total project costs to $119,626.73.
Per the final plans and specifications, estimated construction costs were $96,209.00. After adding 14-percent for indirect costs for administrative, engineering, finance and legal costs, estimated project costs totaled $109,678.26.
The low bid is 8-percent more than the engineer’s estimate, primarily due to higher than estimated bituminous paving, concrete, and pavement marking costs.
The funding source for these improvements is proposed to be taken from the Facility Funds, which has an adequate balance to fund these improvements.
City Staff proposes to administer and inspect construction.
Plans and specifications were prepared in-house as part of Staff’s normal duties.

- $100.00 for SPC Engineering & Testing, Inc. to perform pavement coring for determining existing pavement thickness. This cost is included in the 14% indirect project costs.
Recommendation:
Staff recommends adopting Resolution #22-021 accepting bids and awarding contract for Improvement Project #21-10, Fire Station No.1 Parking Lot Improvements, to North Valley, Inc. for the bid in the amount of $104,935.73.
