Adopt Resolution #22-037 Supporting Housing and Local Decision-Making Authority - Please Note:  This item was moved from the regular agenda to the Consent Agenda (item 5.7).

Housing industry groups have recently attacked city land use tools such as zoning and planned use developments. These groups argue that these basic regulatory functions are prohibiting the building of more affordable housing stock, when market factors such as labor costs, land, and materials are primarily responsible for rapid growth in housing prices in today's market.

Multiple bills restricting local decision-making related to housing have been introduced in the 2021-2022 biennium.

Local decision makers already follow a process to determine the best land use plan, which includes regulations that best serve the unique needs of the community and constituents.  These decisions include public engagement platforms to allow opportunities to collect input from property and business owners.

Staff recommends consideration and adoption of Resolution #22-037.
