Title
Building Access Changeover
Purpose/Background:
This item relates to changing over the City Hall and Fire Station 2 door access systems. The change over would put us on the new PDK system installed at Fire Station 1 and Public Works. The system as been a great addition to the system versus the aging Honeywell system. If approved by council at the work session, staff will work to implement the new system at Fire Station 2 and City Hall (including the PD).
The City currently utilizes a Honeywell door access system within the City Hall/PD building as well as Fire Station 2. Fire Station 1 and Public Works currently do not have a door access system. With the construction of the new Public Works campus, IT researched the cost to add the PW campus to our existing system, as well as the cost to implement a new system at PW and it was decided to go with the new system. A new system has several advantages including that it would support new technology such as credentials via smartphone (versus cards/keys), and with a cloud-based system it will allow more accessibility for staff to controlling doors remotely (e.g., for elections, room reservations). Excerpts from the work session minutes of April 2021 are attached.

Observations/Alternatives:
Alternative - Stick with the Honeywell system at City Hall, PD, and Fire 2.
Staff does not recommend maintaining two systems as it will likely lead to mistakes, inefficiencies, and will increase operational costs.

Funding Source:
The Public Facility Fund would fund the systems at City Hall and Fire 2 in the amounts of $24,740 and $4,900 respectively.
Recommendation:
Staff recommends switching the two remaining buildings off of the existing Honeywell system and moving them to the PDK platform.
Action:
Motion for City Staff to begin implementation of the door access system for City Hall and Fire Station 2.
