Adopt Resolution #22-054 Approving Amended Plans and Specifications and Advertisements for Bids for Improvement Project #22-05, Riverdale Drive Trunk Utility Improvements, Llama Street to Bowers Drive
Purpose/Background:
Purpose
The purpose of this case is to adopt Resolution #22-040 approving amendments to the plans and specifications and advertisements for bids for Improvement Project #22-05, Riverdale Drive Trunk Utility Improvements, Llama Street to Bowers Drive.
Background:
On February 8, 2022, the City Council adopted Resolution #22-040 approving plans and specifications and authorizing advertisements for bids for Improvement Project #22-05, Riverdale Drive Trunk Utility Improvements, Llama Street to Bowers Drive. The plans presented to Council that evening included a proposed trunk watermain loop under Highway 10 and the BNSF Railway that serves to connect the trunk watermain proposed under Riverdale Drive to the existing trunk watermain under Bunker Lake Boulevard at Puma Street. This allows water to be routed to users from numerous directions to allow uninterrupted water use in the event of a watermain break or while work is being performed on the water supply system.
As was previously discussed, the trunk utility improvements under the proposed extension of Riverdale Drive are proposed to be constructed before the proposed street improvements (Improvement Project #20-05) to better facilitate the proposed construction schedule for the Riverstone South development. By doing this, the trunk utility plans will not need to follow the same MnDOT plan review process as the street improvement plans allowing the utility improvements to be bid and constructed well in advance of the street improvements, which will minimize the construction schedule for Improvement Project #20-05.
Following Council adoption of Resolution #22-040, advertisements for bids were published in the Anoka Union Herald and in Finance & Commerce on Friday, February 11th, and again on Friday, February 18th, 2022. However, before the advertisements were published, Bolton and Menk was informed by MnDOT that the trunk watermain loop improvements proposed in the plans under Highway 10 and the BNSF Railway would require a rigorous plan review process including reviews by many of MnDOT’s functional groups. This is because constructing the watermain loop would have impacts within the MnDOT right-of-way. Based on the amended plans, all work is now within City right-of-way.
Since leaving the watermain loop in the plans would have increased MnDOT’s plan review process by 5 weeks or more, potentially pushing the project completion date out to mid-September or later, Bolton and Menk amended the approved plans, specifications and bid advertisements to remove the trunk watermain loop improvements. Council approval of these amendments is therefore being requested after the fact.
Based on the amended plans, construction of the trunk utilities is anticipated to start in May, depending on weather and Contractor availability, and to be complete by August, before the street improvement project is anticipated to be under construction. The trunk utilities improvements are anticipated to take 7 to 8 weeks to construct, including the lift station within the Riverstone South plat.
The trunk watermain loop improvements previously included in Improvement Project #22-05 will instead be added to the plans for Improvement Project #20-05 and bid as part of that project this fall. Since that project already includes impacts within MnDOT right-of-way, adding the watermain loop to that plan set will not impact the plan review schedule.

Notification:
Advertisements for bids were published in the Anoka Union Herald and in Finance & Commerce on Friday, February 11th, and Friday, February 18th, 2022, as required per State Statute. The project is also being advertised and bid electronically through QuestCDN.

Below are the engineer’s opinion of probable construction costs for Improvement Project #22-05 based on the amended plans.
Probable Construction Costs per Amended Plans and Specs
Street and Trail = $ 385,795.00
Storm Sewer = $ 122,030.00
Sanitary Sewer = $ 1,620,067.50
Watermain = $ 545,675.00
Total = $ 2,673,567.50
Total probable project costs, which include 23-percent indirect fees, totals $3,288,488.
Project costs related to street and trail improvements will be paid using Municipal State Aid (MSA) funds. The $612,000 in Local Partnership Program funds previously awarded by MnDOT will be used to pay for street and trail improvements constructed as part of Improvement Project #20-05, and possibly for a small part of the grading for this project.
Project costs related to sanitary sewer, water and stormwater improvements will be paid from through the respective enterprise funds.
As previously noted, plans are purposely not attached to this case to prevent potential bidders from using attached plans to submit bids without procuring plans through QuestCDN as this could result in bids being received that are not based on the most current plans as conveyed to bidders by addenda through QuestCDN.
