Adopt Resolution #22-120 Approving Joint Powers Agreement with Anoka County for Roundabout Improvements at Alpine Drive and Armstrong Boulevard/County State Aid Highway 83

Purpose/Background:

Purpose:
The purpose of this case is to adopt Resolution #22-120 approving a Joint Powers Agreement with Anoka County for proposed 2023 roundabout improvements at Alpine Drive and Armstrong Boulevard/County State Aid Highway 83.   
 
Background:
Anoka County received grant funds in the amount of $1,350,000 through the Highway Safety Improvement Program for construction of a single-lane roundabout at the intersection of Alpine Drive and Armstrong Boulevard/County State Aid Highway (CSAH) 83 in 2023 to improve safety.  The legs of this intersection are skewed and there have been a higher than average number of crashes at this intersection over the years.
 
The attached Joint Powers Agreement (JPA) includes a layout showing the preliminary roundabout design that extends approximately 600 feet south of Alpine Driver and 600 feet north of Alpine Drive on CSAH 83/Armstrong Boulevard, and approximately 500 feet west and 500 feet east of CSAH 83.  The cost shares identified within the JPA are based on this design, which was used to develop the 60-percent plans.
 
The City’s total cost share per the attached JPA is $28,667.64.

Alternatives:
Alternative #1 – Motion to adopt Resolution #22-120 approving a Joint Powers Agreement with Anoka County for proposed 2023 roundabout improvements at Alpine Drive and Armstrong Boulevard/County State Aid Highway 83.
 
Alternative #2 – Motion to deny adoption of Resolution #22-120 at this time.   
 

Funding Source:

Per the attached JPA, the City’s cost share for street improvements including curb and gutter, pavement sections, storm sewer, trails, ADA compliant pedestrian curb ramps, and turf,,is $28,667.64.  The proposed funding source for these costs is Municipal State Aid Funds.

Also, the JPA references the City's plan to extend existing watermain from east of Armstrong Boulevard, under the roundabout, then west along Alpine Drive to the west end of the proposed reconstruction of Alpine Drive as part of this project. This work is proposed to be completed in advance of the proposed 2024 extension of watermain along Alpine Drive between Armstrong Boulevard and Puma Street as identified in project 17-STR-011 of the Capital Improvement Plan, thereby preventing the need to reconstruct any of the improvements constructed as part of this project.  The costs for the proposed watermain extension, which are not yet known as Staff is still working to complete these plans, will be paid from the Water Utility Fund.       

Recommendation:

Staff recommends adopting Resolution #22-120 approving a Joint Powers Agreement with Anoka County for proposed 2023 roundabout improvements at Alpine Drive and Armstrong Boulevard/County State Aid Highway 83.
