Title:

Receive Updates and Provide Direction on Ramsey Gateway Highway 10 Improvements Project

Purpose/Background:

Staff was asked to provide feedback on the following items during the May 26th Ramsey Gateway Highway 10 Project Management Team meeting.
 
  1. Is the City of Ramsey willing to lead the construction/reconstruction of Riverdale Drive east of Sunfish Lake Boulevard in the summer of 2023?
  • Bolton & Menk would prepare final plans and specifications for the City to use in bidding and administering construction of the improvements under agreement with Anoka County.
  • Staff from Anoka County and/or Bolton & Menk will attend the June 28th City Council Work Session to discuss the purpose and benefits associated with this request, estimated project costs, and potential funding scenarios. Council direction is NOT requested at this time.
 
  1. Would the City like all trees to be removed from the Plants and Things property as part of the Ramsey Gateway project?
  • Staff from numerous departments discussed this during the June 9th Development Review meeting.  Staff’s consensus direction was to leave all trees in place that do not need to be removed to construct the project.  Staff discussed that a majority of this site will likely be turned back to the City after the project is complete and that removing trees during construction could make this property more shovel ready for development.  However, it was also discussed that the City adopted a tree removal policy to prevent developers from clearing trees from development sites before construction was approved in case their projects fell through. Several Staff felt that removing trees from this site in anticipation of future development could be viewed as failing to follow our own ordinance.  For this reason, Staff does not recommend clearing trees from the Plants and Things site during construction unless the trees need to be cleared to construct the project or maintain the site afterwards.
 
Open House #3 Update
  • Public open house #3 will be held Wednesday, June 29th, in the Alexander Ramsey Room.  During these open houses, project design updates and other project-related information will be presented to locally impacted businesses and property owners from 7:00 – 9:30 AM, then to residents and the general public from 5:00 – 7:00 PM.
  • The attached information will be posted on the City’s web site, on the project website at AnokaCountyRamseyGateway.com, and shared through social media on the dates indicated.
