Title:

Motion to Direct Staff on the Process to Advertise for Applications for the Current Charter Commission Vacancy 

Purpose/Background:

The purpose of this case is to receive City Council direction as to the process to advertise for applications for the current Charter Commission vacancy. 

Notification:

The policy just adopted this evening was not in effect when the current resignation was received.  Therefore, staff is seeking direction on two options.  Bear in mind, per the City's Charter, all vacancies must be advertised in both the City's official newspaper and in the City newsletter.  The current vacancy occurred on May 24, 2022, when Councilmember Woestehoff resigned from the Charter Commission.

Option 1: Immediately advertise in the City's official newspaper and in the July/August issue of the City newsletter (meeting the Charter requirements) with an application deadline of Sunday, July 10, 2022, at 11:59 p.m. Then, on Monday, July 11, 2022, send the *applications that are currently on file in the recruitment folder, along with any new applications that may be received, to the judge with the cover letter (as discussed with the City Council) being certain the eligibility requirements are verified prior to submittal.  This timeline will meet the requirement for a July 24, 2022, appointment.  Due to staffing shortages, staff recommends this option; or

Option 2: Follow the same process listed in option #1, but also attempt to conduct the advertising process that would normally occur which would include additional sources such as an advertising push on the City website, QCTV, social media and the Community Sign. Staff will incur overtime costs if this option is the City Council's desire. 

At the time of this writing, there are four applications on file.  With either option, the intent would be to submit *all applications (those on file already and new applications) to the judge. 

*Staff will contact applicants with applications already on file to verify their continued interest in serving on the Charter Commission.  If the applicant declines further interest, their application will not be included. 

Funding Source:

Additional funding is only applicable with option #2.

Recommendation:

Staff recommends option #1.

Outcome/Action:

Motion to direct staff, based on discussion, to conduct option #1 or option #2, to advertise for applications to the Charter Commission.
