Title
Authorization to Reclassify the Engineering Technician IV to Senior Engineering Technician
Purpose/Background:
As the City Council will recall, as part of the 2022 budget discussions and its subsequent approval, the Engineering Technician IV was approved to be reclassified to Senior Engineering Technician, effective July 1, 2022. The purpose of this case is to formalize that action as it relates to Mr. Aaron Madsen.
As Engineering Technician IV, Mr. Aaron Madsen has directed, but not formally supervised, the day-to-day activities of the Engineering Technician II and the Engineering Interns. The Engineering Technician IV position is an AFSCME union position, as is the Engineering Technician II position. Ideally, the leading position would not be in the union. This reclassification to Senior Engineering Technician is a non-union position.
Mr. Madsen has completed the required supervisory training courses to become a supervisor and will now formally supervise the Engineering Technician II, as well as the Interns. Overall, this position has taken on additional duties within the department, including invoice processing, specialized projects, inspection coordination for Anoka County and MnDOT led projects, and plan review assignments, among other tasks at the direction of the City Engineer. He is on-call for construction projects, maintains MNDOT certification for state aid project inspections and maintains his class B Commercial Driver's License for snow plowing. Mr. Madsen also collects field topographical surveys for various City projects using City owned and maintained survey equipment, and assists other engineers by collecting survey data on consultant-led City improvement projects.
