Title:

Provide Direction on 2023 City-Led Project to Extend/Reconstruct Riverdale Drive East of Sunfish Lake Boulevard

Purpose/Background:

Anoka County requests that the City consider leading the portion of the Ramsey Gateway Highway 10 Improvements project involving construction/reconstruction of Riverdale Drive east of Sunfish Lake Boulevard in the summer of 2023 to reduce the project construction schedule.  Figure 1 (attached) shows the proposed scope of work.
 
Anoka County is requesting the City to advertise for bids using the associated plans and specifications being prepared by Bolton & Menk, and for the City to administer all aspects of construction of the proposed improvements via an agreement with Anoka County.
 
If the City is agreeable to this proposed plan, Anoka County would draft the agreement and send it to the City for review, then both parties would execute the agreement in advance of advertising for bids.   
 
Staff from Anoka County and Bolton & Menk will be in attendance to discuss the purpose and benefits associated with this request, estimated project costs, the agreement process, and potential funding scenarios.
 
The current estimated construction cost is $1.5M.
 
Construction of this segment of Riverdale Drive is currently proposed to start no later than September of 2023.  If the agencies prefer, there would be flexibility to start construction earlier, perhaps in July or August.  The construction start date will depend on the timing of right-of-way and property acquisitions, which are currently anticipated to be complete in April of 2023. Based on this timeline, the preliminary project schedule would be as follows;
 
Title & Possession – April 2023
Approve plans and specifications – May 2023
Advertise bids – June 2023
Open bids – July 2023
Start construction – August 2023

Open House #3 Reminder
  • Public open house #3 will be held Wednesday, June 29th, in the Alexander Ramsey Room. During these open houses, project design updates and other project-related information will be presented to locally impacted businesses and property owners from 7:00 – 9:30 AM, then to residents and the general public from 5:00 – 7:00 PM.
The attached open house information is posted on the City’s website, on the project website at AnokaCountyRamseyGateway.com, and is being posted on social media on the dates indicated.   

Timeframe:

Staff anticipates 25 minutes will be required to present and discuss the case. 

Funding Source:

To be determined based on ongoing discussions.  

Responsible Party(ies):

City Engineer Bruce Westby will introduce the case, then Anoka County and Bolton & Menk Staff will review the purpose and benefits associated with this request, estimated construction and project costs, timelines, and potential funding scenarios.
 
City Administrator Brian Hagen and Finance Director Diana Lund will be available to respond to questions.  

Outcome:

City Council concurrence is requested as to whether the City should lead the construction/ reconstruction of Riverdale Drive east of Sunfish Lake Boulevard in the summer of 2023 as requested by Anoka County to reduce the project construction schedule.
