Title:

Adopt Resolution #22-148 Approving Plans and Specifications and Authorizing Advertisements for Bids for Riverdale Drive Extension, Llama Street to Bowers Drive, Improvement Project #20-05

Purpose/Background:

Purpose:
The purpose of this case is to adopt Resolution #22-148 approving plans and specifications and authorizing advertisements for bids for Riverdale Drive Extension, Llama Street to Bowers Drive, Improvement Project #20-05.

Background:
The extension of Riverdale Drive between Llama Street and Bowers Drive is needed to support development in the area. In the Spring of 2022, Capstone Homes began construction on the first phase of Riverstone South, a 244-unit residential development east of Bowers Drive and south of U.S. Highway 10/169. Commercial development is also proposed in the area between U.S. Highway 10/169 and the proposed extension of Riverdale Drive.
 
Improvement Project #22-05 is currently under construction to extend trunk municipal utilities (sanitary sewer and watermain) along the proposed extension of Riverdale Drive NW between Llama Street NW and Bowers Drive, along with required storm sewer improvements. The trunk utility improvements are being constructed ahead of Improvement Project #20-05 to better facilitate the construction schedule for Riverstone South.

Improvement Project #20-05 proposes to reconstruct and extend street and trail improvements between Bowers Drive and the new segment of Riverdale Drive constructed with the Armstrong Boulevard and Highway 10 interchange, and to extend trunk watermain improvements between Riverdale Drive and Bunker Lake Boulevard.

Pursuant to Ramsey City Council Resolution #21-304 the City Council accepted a design services proposal of Bolton & Menk, Inc. to develop final plans and specifications and solicit bids for Improvement Project #20-05.

Bolton & Menk, Inc. has completed plans and specifications for the purpose of advertising for bids for the same improvements, and the Minnesota Department of Transportation has approved the plans as needed to advertise for bids.  Attached is a copy of the signed title sheets for Improvement Project #20-05.  
 

Notification:

Notifications are not required for this case.
 
Advertisements for bids will be published in the Anoka Union Herald and in Finance & Commerce on Friday, July 1st, and Friday, July 8th, 2022, as required by State Statute. The project will also be advertised and bid electronically through QuestCDN.  

Time Frame/Observations/Alternatives:

Observations:
The extension of Riverdale Drive between Llama Street and Bowers Drive is needed to support future development in this area. Capstone Homes is currently constructing the first phase of Riverstone South, a 244-unit residential development east of Bowers Drive and south of U.S. Highway 10/169. 

Commercial development is also proposed in the area between U.S. Highway 10/169 and the proposed extension of Riverdale Drive.

Alternatives:
Alternative #1:
Motion to adopt Resolution #22-148 approving plans and specifications and authorizing advertisements for bids for Riverdale Drive Extension, Llama Street to Bowers Drive, Improvement Project #20-05.

Alternative #2:
Motion of other.  

Funding Source:

The final construction cost estimate is $2,388,390.50.  The engineer’s estimate from February 2022 was $1,456,310.50.  Costs increased due to the following;
  • Material prices for the watermain loop between Riverdale Drive and Bunker Lake Boulevard are estimated to have increased $210,000. 
  • Bituminous prices are estimated to have increased $90,000
  • Adding the reconstruction of approximately 1,000 ft of Riverdale Drive east of Llama Street added approximately $330,000.
  • MnDOT required the City to add median cable barrier along Highway 10 where the median crossovers are being removed, which added about $101,000 to the project. See attached plan sheet (with title sheet). However, MnDOT will reimburse the City for all costs associated with constructing the median cable barrier.
  • Sewer and water services were added on the west end of the project at an estimated cost of $103,000.  This cost will be reimbursed by the developer through a separate cost-share agreement, which will be presented to the City Council for approval prior to awarding bids.
 
The total of all of the items above is $834,000. The remaining overage is about $98,000, which represents inflation across the remaining bid items.
 
Bolton and Menk, Inc. prepared final plans and specifications for Improvement Project #20-05, Riverdale Drive Extension, Llama Street to Bowers Drive, at a not-to-exceed fee of $89,024.  This cost is being shared among the project funding partners per the previously approved, executed and recorded assessment agreements.
 
Residential and commercial developers along this segment of Riverdale Drive are sharing in the costs to extend Riverdale Drive per the previously approved and executed assessment agreements.   

Recommendation:

Staff recommends alternative #1.  
 
Due to the timing of final plan approval from MnDOT, Staff was not able to secure a recommendation from the Public Works Committee. 

Outcome/Action:

Adopt Resolution #22-148 approving plans and specifications and authorizing advertisements for bids for Riverdale Drive Extension, Llama Street to Bowers Drive, Improvement Project #20-05.
