Authorization to Hire a Part-time Receptionist/Secretary

Purpose/Background:

The purpose of this case is for the City Council to approve hiring a part-time receptionist/secretary.  

Background: The front desk is currently staffed by one full-time employee.  Prior to 2011, two employees covered the desk.  Now, when the regular front desk employee is away, there can be gaps in customer service.  Other Administrative Services staff cover the front desk, when possible.  However, it is inefficient for other Administrative Services staff (upstairs) to cover the downstairs desk (for lunches, vacations, etc.). Staff identified an improvement by proposing this position to take the place of the Happy Days summer intern. Adding year-round afternoon support at the front desk will increase 2nd floor staff efficiency and will eliminate all or nearly all afternoon gaps in customer service to better serve our residents.   

This position will be responsible for reception desk duties such as greeting and directing visitors in the Municipal Center, handling incoming calls, answering questions, collecting information and directing calls to appropriate departments; as well as processing payments, preparing receipts, and notarizing documents.  In addition, this position is responsible for providing administrative support to the Administrative Services Department, including, but not limited to ongoing projects such as assisting with the City’s annual Happy Days Festival, election duties and other duties as assigned.

Staff conducted eight first interviews, followed by five second interviews.   The top candidate, Ms. Jennifer Gilb, has successfully passed the City's pre-employment background testing and is recommended for hire.  Ms. Gilb will be subject to a six-month probation, the Personnel Policy and the AFSMCE union contract.

Funding Source:

This position was discussed and approved as part of the 2022 budgeting process and replaces the Happy Days Intern. It was planned to have this position hired by April 1, 2022; at that time, the cost to the City in 2022 would have been $3,364.  With the delayed start date, the 2022 cost is approximately $1121.  This is the net additional funding over the cost of the Happy Days Intern. 

Recommendation:

To hire Ms. Jennifer Gilb, at step one of the 2022 wage scale, which is $22.379 per hour, effective on or near July 18, 2022.
